- Wash the broccoli florets thoroughly, then steam or boil them for 5–7 minutes until tender but still vibrant green. Drain well and let cool slightly.
- Finely chop the cooled broccoli and transfer it to a large mixing bowl.
- Add the shredded cheddar cheese, grated Parmesan cheese, all-purpose flour (or almond meal), beaten eggs, finely chopped onion, minced garlic, salt, and pepper to the bowl. Mix until all ingredients are well combined.
- Shape the mixture into patties, about 2-3 inches wide and half an inch thick. Repeat until you’ve formed 8-10 patties.
- Heat olive oil in a large frying pan over medium heat until it shimmers. Carefully add the shaped patties in a single layer.
- Fry each side for 3–4 minutes, or until golden brown and crispy. Flip gently with a spatula.
- Remove the patties from the pan and place them on a paper towel-lined plate to absorb excess oil. Serve warm.
