Method
 

Step-by-Step Instructions
  1. Preheat your oven to 375°F (190°C) and grease a 9x13-inch baking dish.
  2. Cook the pasta in salted boiling water until al dente, about 8-10 minutes.
  3. In a skillet, heat olive oil and sauté sliced onions and mixed bell peppers until tender, about 6-8 minutes.
  4. Add ground beef and cook until browned, about 6-8 minutes. Season with salt, pepper, oregano, and red pepper flakes.
  5. Add cream cheese and milk to the beef mixture, stirring until smooth. Mix in half of the cheeses until melted.
  6. Combine the drained pasta with the sauce and beef mixture, ensuring even coating.
  7. Transfer mixture to the baking dish, top with remaining cheeses, and bake for 18-22 minutes until bubbly.
  8. For a crispy top, broil for an additional 1-2 minutes, watching closely.
