Preparation Steps
- Preheat the oven to 440°F (225°C). Spread diced tomatoes at the bottom of the baking pan, then add minced garlic and diced onion.
- Heat oil in a skillet over medium heat. Sauté garlic and onion for 3-5 minutes until translucent.
- Add ground beef, paprika, salt, and pepper; cook until beef is halfway browned, stirring frequently.
- Cook rice in boiling water for about 10 minutes until just partially done.
- Combine beef and rice in the skillet, mix thoroughly, and let sit for flavors to meld.
- Hollow out the bell peppers, fill them generously with the beef and rice mixture, and place in the baking pan.
- Mix tomato sauce, sugar, and parsley in a bowl; pour over the stuffed peppers in the baking pan.
- Cover with aluminum foil and bake for 60-75 minutes, turning halfway through for even cooking.
